I believe CoF#6 is an apropos salient example of the pandemic "grayness" and confusion prevalent in the IDPA rule book.  In the first sentence of CoF#6 is clearly does state that 5% are "to be shot on the move."  In the second sentence one can clearly glean the intent of the rule maker (the apostle Bill) to combine the "shooting on the move" with moving targets, and one could make the assertion that the total of "shooting on the move" shots and shots at moving targets total 5%.

 1st sentence says ARE TO BE, not should be (meaning to do it) Grin Grin and 2nd sentence says that a combination of shooting on the move and the use of moving targets are more realistic.  Why would I dump that many rds and go to slidelock?  You would not gain anything unless I'm reading something different than you are.  I already talked to Jason and know that the gaming factor was taken out of the stage. Yeah heard about the SO's too.  So does that mean that you gonna be our SO?  Grin

Unfortunately, CoF #6 is another example of poor, confusing writing prevalent in the idpa rulebook.  The first sentence of CoF#6 does state 5% of the shots should be taken on the move.  However, the second sentence of CoF #6 combines "shooting on the move" and " moving targets" into a single concept, "clearly suggesting" that 5% of the shots should be done either on the move or at moving targets.  Therefore, DaG, take 3 shots or more on the swinging target at Stage 1, however do not game it and go to slidelock, we will be watching.

Lookin' at CoF #6 in the rulebook it states that at least 5% of all shots required in a match are to be fired on the move.67 rds for tomorrow, so which 3 rds can I take on the move?
